Rich Text Editor Is Not Working With IE11

Symptoms
Trying to use IE11 with the Rich Text editor, like editing a blog or wiki page in the "Rich Text" mode. The following is happening:
- In the default IE mode (emulation: Edge / User agent String: default), cannot do tasks such as, highlighting text and trying to change the text color / background color / size, it seems like the focus gets lost, so the text never gets modified.
- When creating a new URL link, or adding an image, the process appears to go through (e.g. selected the image file, or finished the URL) and clicked "create" Nothing gets added to the page.
- On an existing link, right click and choose the "Link" menu item. A menu will appear and cannot click "OK" or "Cancel".
When switch the mode (emulation: IE9, user agent string: IE9) for example, this behavior does not occur, and seems to work as intended.
