FVC Utility Does Not Work For Target Reconciled Resources (Doc ID 1923574.1)

Goal

FVC utility does not update the form to new version.

1.Create a OIM user.
2.Create a user account who has the same name of the OIM user in a target system.
3.Run target reconciliation. Then the resource is created in the user.
4.Create new form version for this resource.
5.Make it active.
6.Run FVC utility for the resource.
