"ORA-28001: the password has expired" Error in ODI (Doc ID 1923965.1)

Symptoms

The connection to an Oracle Data Integrator (ODI) Repository fails. The same connection has worked in the past, and the following message is found in the ODI log:

 The error "ORA-28001: the password has expired" may also be observed in the ODI Session execution logs when loading data, where there was no issue in the past.
