Error When Special Character '&' is in Extra Metadata Values Passed From EBS to UCM (Doc ID 1924266.1)

Symptoms

For EBS (Managed Attachment) Integration with Oracle UCM when an extrametadata containing the character "&" is passed, on-click of Managed Attachment button, a BLANK page loads. No error messages displayed. The page load status is "Done".
