Selecting Multiple Ciphers (or All Ciphers) For OID 11g Instance SSL Settings in EM Console Applies Without Errors, But are Not Saved / are Not Persistent / Do Not Take Effect (Doc ID 1924272.1)

Oracle Internet Directory (OID) 11g or lower.

In the Enterprise Manager (EM) Fusion Middleware (FMW) Control console, from the OID instance/component's "Oracle Internet Directory" menu, selected "Administration," then "Server Properties," then "Change SSL Settings."

When clicking on "Select All" checkbox for "Cipher Suite" and clicking OK/"Save" button, it states the "Save" is successfully applied, and there is no error message reported.

However trying to view the ciphers again in the same place in EM console, the ciphers are not shown or saved as previously selected.  Either only one or none (nor All) of the ciphers are selected or checked.

Is this an EM issue?
