Notification Queue Feature not Working (Doc ID 1924640.1)

The notification queue feature is not working for one of the scenarios outlined in section 4.6 Handling Actionable Errors for an MLLP Endpoint of the following document:

Oracle® Fusion Middleware
Healthcare Integration User's Guide for Oracle SOA Suite
11g Release 1 ( MLR

For example, after pausing an inbound endpoint and sending a message, an exception is not being sent to the configured notification queue, even though a validation error is occurring:

4) Enable your inbound endpoint.
5) Select the composite for your endpoint.
6) Enable your outgoing endpoint.
7) Send an HL7 document.
8) HC-51507 error occurs. But the inbound endpoint has not been paused.
