" No AssertionConsumerServiceURL In Requester Metadata"

We have new installation of Oracle Federation and the server is setup as a iDP. When we try and use the /fed/idp/initiatesso?providerid=SPname, we get a system 500 error.
In the logs it says "No AssertionConsumerServiceURL In Requester Metadata" But there is a defined AssetionConsumerServiceURL in the metadata for this partner,
