Soa-infra Services are not Starting after Upgrade from 11.1.1.7.0 to 12.1.3 (Doc ID 1926454.1)

Symptoms

Upgraded a 2-node BPM cluster from 11.1.1.7 to 12.1.3 and after the upgrade the soa-infra services fail to start. All other application in the managed server are started. The following error was thrown in the soa server logs
