OAM 11gR2 SSL Enabled IDS Profile Execution Fails With Error "Unexpected error: java.security.InvalidAlgorithmParameterException: the trustAnchors parameter must be non-empty" (Doc ID 1926724.1)

Symptoms

An Identity Service (IDS) Profile has been created in OAM 11gR2 (11.1.2.x) with SSL connection to the Directory Server.

When authentication is attempted using the IDS Profile, the following error is written to the OAM log file: "java.security.InvalidAlgorithmParameterException: the trustAnchors parameter must be non-empty".

Following guidance in the FMW 11gR1 (11.1.1.7) documentation, the Directory Server root CA certificate(s) may have been imported into the keystore at DOMAIN_HOME/config/fmwconfig/ovd/default/keystores/adapters.jks but this does not resolve the error.
