OES11gr2 - Policy propagation Fails getting error 401 in APM (Doc ID 1926792.1)

After install OIM 11gr2ps2 and enabled the OES Admin server (this is achieved while creating the domain by selecting OES Admin Server template to deploy on the Admin server)

and access the APM login using the wrong user, it fails, which is an expected behavior and next time login using the Weblogic Admin user, still fails.

Observing also 401 error, even it not redirect to username and password, trying to log in to APM.
