When Trying to Create a Documents Page: [WCS-07840] and 'No service defined for COLLECTION_INFO' error (Doc ID 1927178.1)

Symptoms

In an 11.1.1.8.0 WebCenter Portal when creating a Portal and trying to add a Documents page, a message is returned that "Document Service is not enabled for this / parent Portal".

At the same time, in the Spaces diagnostic log the following message is generated:

The connection to the Content repository in the EM console is correct.
