Java.exe Process Continues when Browser is Closed before Closing Opened Forms

Symptoms
This occurs when using a multi-Form application which normally involves opening one or more additional Forms using OPEN_FORM() or CALL_FORM().
If the browser is closed before the Forms application is closed gracefully, a java.exe process will remain active on the client machine. This can cause problems when trying to open the browser again.
This issue occurs more frequently when the JRE parameter "separate_jvm=true" is used. See <Note 1384332.1> How to Configure the Forms JRE to Run in Its Own JVM Instance.
This behavior has been seen with JRE versions as recent as JRE 1.7.0_55.
