Environment is configured for DB security store.

Symptoms

On : 11g version, Content Server

When attempting to start SystemProperties, the following policy error occurs.

The issue can be reproduced at will with the following steps:

1. Reassociate the WLS policy/credential store with the database
2. ./SystemProperties
