OAAM11g integration with OAM, OIM: Upon First Logon, Fogot Password Doesn't Work (Doc ID 1927792.1)

Goal

We have successfully integrated OAM/OAAM/OIM integrated environment, and it is been in operation.
Below is one of our UAT test issue.
OAM/OIM/OAAM 11.1.2.2
WLS 10.3.6
SOA 11.1.1.7
--------------------------------------------------------------------------------------------
New user uattest8 has been registered and approved.
Upon first logon after Username "uattest8" entered, next page which displays TextPad and it has not been fingerprinted,
click on "Forgot your password".
It error with "You are not authrized to login. Please contact customer service"
