WLS Patch 18040640 Causes "Access To Administration Console is Restricted" Error While Accessing OAM (Doc ID 1928127.1)

OAM is configured to use OID as an User Identity Store and successfully applied for an admin user in OID to login to the oamconsole.  Afterwards, when installing Weblogic server (WLS) Patch 18040640, it causes an "Access to administration console is restricted" error  (Shows AuthZerror in the URL). Refreshing the URL resolves and access is granted. Removing the patchset makes everything work fine again.
