How to Create an APEX Application Export with "Run Application Only" (Doc ID 1930170.1)

Goal

An application is created by a third party and want an application export file for it. APEX users with Developer privileges should not have export option enabled for this vendor application.

How to create an application export with "Run Application Only" as the default option. This will prevent users with developer privileges from making modifications to the application after it is imported.
