"Help" icon or drop-down fails with "Unable to display help."

When opening the Logon Manager agent and clicking on the "Help" Button the following windows error pop-up is displayed:
"Unable to display help. Visit the library online at : http://<URL_WEBSITE>/cd/<PART_NUMBER>/index.htm"
The error might instead state
"The program can't start because MSVCR71.dll is missing from your computer. Try reinstalling the program and fix this problem." (possibly with a different wording and possibly refering to "MSVCR100.dll" rather than "MSVCR71.dll").
