WFR Tax Code is not Generated in the XML Line Items when Lines do not Pair (Doc ID 1931664.1)

Symptoms

After configuring the AP project for Tax Code output, as per Appendix A of the AP Solution Guide, the XML file generated by Forms Recognition contains a tax code when the line pairs in the Line Items section. However, when lines do not pair, there is no default tax code placed in the line items.  The following configurations have been added to the project INI file:
