Symptoms

On : 11.1.1.8.0 version WebCenter Sites

ACTUAL BEHAVIOR
---------------
A SiteEntry that uses a specific published CSElement i.e. named "Content" cannot be approved and appears to be looping when attempting to approve it.
This issue seems to be specific to the CSElement "Content". SiteEntry assets based on other CSElements are not reproducing this issue.

The following message appears after approving:

"Approved, but approval for publish was based upon version of the dependent assets that no longer exist."

EXPECTED BEHAVIOR
-----------------------
Once approving the SiteEntry, it should go to the publishing queue and not prompt for approval again.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a new SiteEntry
2. Choose the "Content" CSElement for this SiteEntry
3. Attempt to approve the SiteEntry

Message:
Approved, but approval for publish was based upon version of the dependent assets that no longer exist.
