Symptoms

On : 12.1.3.0.0 version, MFT Runtime Server

ACTUAL BEHAVIOR
---------------
 When there is a business request to stop processing, Admins are requested to
 disable MFT flows so that no more data is received. However, when the flow
 is enabled, files that came in during that business outage windows fail to
 resume the flow to the target.

Transfer has multiple targets , one of target is disabled for a while .
When disabled target is enabled files which were sent to other targets , we should be able to send to disabled target after enabling it.

EXPECTED BEHAVIOR

All targets should resume

STEPS

The issue can be reproduced at will with the following steps:
1. Diable a target
2. Resume a target after a period of time.
