WLS Application Deployment Hangs and Times Out Referencing DTD in /WEB-INF/validator-rules.xml (Doc ID 1934097.1)

Symptoms

An attempt is made to deploy or redeploy a JEE application to Weblogic Server (WLS) 10.3.x

The application (re)deploys without error, but its status goes from 'Prepared' to 'Admin' and never to 'Active'.
Un-deploying the application and deploying it from scratch gives the same result.
The same result occurs, regardless of whether the application is deployed using Weblogic Scripting Tool (WLST) or using the WLS Admin Console

The Managed Server log shows messages such as:
