Random ORABPEL-35012 Unable To Fetch/generate Encryption Key Error (Doc ID 1934102.1)

Symptoms

After a period of time running, the managed servers, in a clustered environment, log the following error:

    "Received null encryption key from credential store.  Check if admin server is overwriting managed server's credential store in a clustered env."
    
followed by:

    "Unable to fetch/generate encryption key.
    Unable to fetch/generate encryption key.
    ORABPEL-35012
    Unable to fetch/generate encryption key.
    Check installation/post-installation steps for errors. Check for errors during SOA server startup.

    at oracle.bpel.services.common.util.EncryptionService.encrypt(EncryptionService.java:96)
    at oracle.bpel.services.workflow.verification.impl.VerificationService.encryptString(VerificationService.java:2696)

Restarting the managed servers resolves the issue for a period of time, but the issue reoccurs after a period of time running.
