New OID 11g Replication Environment Fails to Replicate. Replication Log Error: ORA error = 1756 message = ORA-01756: quoted string not properly terminated (Doc ID 1934644.1)

Symptoms

Oracle Internet Directory (OID) 11g, i.e., 11.1.1.7.0.

Created other environments previous exactly as this one, with the same replication configuration, and all are running fine.

On this one environment, after replication configuration, testing by creating two simple OUs entries under the users container (cn=users,dc=<COMPANY>,dc=com) never replicates to the other nodes.

Replication log shows:

An oidcmprec operation=compare report shows no differences for realm entries between the nodes.  An oiddiag report shows no problems or inconsistencies, and the OID Database (DB) alert log shows no related errors either.
