Escalated Approver - No Reminder Notification is Sent

In SOA when the approval task is escalated, the reminder notification is not sent.
The issue can be reproduced at will with the following steps:
Create an approval process with single level approval task of user type with the following settings:
Set Reminder - Once
Interval - 2 Minutes
Escalate After 4 Minutes
Create an approval task
1.1st notification mail sent to Manager 0 Mins
2.2nd notification mail (reminder) sent to Manager 2 Mins
3.3rd notification mail(Escalation) set to Manager's Manager 4 Mins
4.4th notification mail(reminder)set to Manager's Manager 6 Mins -- this is the step that is not working, reminder is not sent
