Symptoms
When attempting to access the APEX Home page after deploying Oracle Rest Data Services, the following error is displayed in the browser:
500 - Internal Server Error
If the APEX URL is ran using the standalone ORDS the following errors are displayed in the ORDS window.
PLS-00201: identifier 'DBMS_LOB' must be declared
ORA-06550: line 40, column 3:
