500 Internal Server Error When Trying To Access APEX Using ORACLE REST DATA SERVICES (Doc ID 1936160.1)

Symptoms

When attempting to access the APEX Home page after deploying Oracle Rest Data Services, the following error is displayed in the browser:

500 - Internal Server Error

 

If the APEX URL is ran using the standalone ORDS the following errors are displayed in the ORDS window.

 

PLS-00201: identifier 'DBMS_LOB' must be declared
ORA-06550: line 40, column 3:
PL/SQL: Statement ignored
