WFR Web Verifier Does Not Authenticate Against Domain Users When Using Windows Authentication

Goal
WFR Web Verifier is configured up for "Windows Authentication", per the documentation. There is a user on the "AAA" domain (the default Administrator internal WFR user) and a local user set up on the server.
When attempting to navigate to /WebVerifier with the AAA user, message "User name or password is invalid. Please try again." occurs.
When attempting to navigate to /WebVerifier with the local user, authentication is successful.
Users have been added to the project and the project's database via the designer.
