[EBS HR Connector] Create User Task Failed Because Person ID Returns 0 (Doc ID 1936775.1)

Symptoms

When a certain business group ID is used, Create User task of EBS HR connector always failed as "Rejected" status. Connector debug log appears that OIM_EMPLOYEE_WRAPPER.create_emp_api() API gets Person ID as zero value.
