Symptoms
Trying to launch the <domains>\ucm\cs\bin\ standalone app fails.
(component wizard, batchloader, IDCAnalyze, systemproperties" or any of the admin apps on the server)
Instead it outputs the Launcher.exe command help.
<domains>\ucm\cs\bin\UserAdmin.exe
Launcher.exe version: 11.1.14.1 (internal 7.3.2.0)
Usage: Launcher [-help [-debug] -fileDebug] [-show varname] [-dumpFormat format] [-dumpVariable|-dumpEnvironment] [-version] [-console]
