WFR Web Verifier Error "Database is currently unavailable. Please contact your system administrator" Occurs after Logging in (Doc ID 1938427.1)

When opening WFR Web Verifier, the login screen is displayed correctly.  However, after attempting to login, there is a message at the bottom of the screen:

Database is currently unavailable. Please contact your system administrator.

 Opening Verifier and Designer from this same machine does not appear to present any issues.
