"Unexpected GuardContext State" Error Starts Being Reported Continuously Every Few Milliseconds (Doc ID 1939481.1)

Symptoms

The Service Guardian reports an issue with a service and reports soft and hard timeouts, and then starts reporting "Unexpected GuardContext State" errors every millisecond filling the log:

If the Unexpected GuardContext state GuardContext messages are not present, then this problem has not been encountered, and any service guardian messages are due to some other reason.
