Symptoms

Admin user could not login to 12c ServiceBus console with Error 401--Unauthorized

Logging into http://{HOST}:7001/servicebus/ results in error. The error from browser is:

  Error 401--Unauthorized
  From RFC 2068 Hypertext Transfer Protocol -- HTTP/1.1:
  10.4.2 401 Unauthorized


From AdminServer-diagnostic.log the detailed error message is:
