WLS plug-in 11.1.1.7 fails to initialize SSL environment (43061) on web server graceful restart (Doc ID 1940018.1)

Symptoms

Apache 2.2.27 32-bit sends HTTP requests to WLS 10.3.5 backend nodes through the Apache proxy plug/in 11.1.1.7.0_LINUX_130212.0859.

Is observed that some requests are sent as PLAIN even tough SSL setup is in place. This corresponds to an intermittent behavior after a web server graceful restart and triggers this error message:
