Searches Fail With Error "DRG-51030: wildcard query expansion resulted in too many terms"

Symptoms
Situation 1:
A user that has the Webcenter Content admin role assigned does a search and that returns results successfully.
A user who does not have the admin role assigned does the same exact search and that search fails.
Situation 2:
Any user, admin or non-admin, search for a particular metadata field using wildcards fails.
The WCC trace log will show the following error:
