Symptoms

Fusion Middleware Control 11.1.1.7.0, shows all the managed servers and deployments as down in SOA/IM install even though they are up and running.
The problem started after applying <Patch 16541855> - HUNG IN ORACLE.DMS.IMPL.PRODUCER.METRICCONVERTOR.CREATECOLUMNDEFINITION CALLS

No Errors are seen but all managed servers and deployments are shown as down in Fusion Middleware Control.
