Exception While Modifying User Whose ID Has The Reused User Login Using OIM API UserManager Modify

Reusing the user ID works fine but if you try to modify user whose ID has been previously used using OIM API UserManager modify(java.lang.String attributeName, java.lang.Object attributeValue, User user) , get the below exception.
oracle.iam.identity.exception.SearchKeyNotUniqueException: More than one user exists for the attribute name User Login with value intest. ( Complete exception stacktrace is uploaded to the SR)
