LDAP Sync Recon Scheduled Task Fails To Authenticate To OUD

Symptoms

Executing Full LDAP Sync recon is successful but incremental recon fails with an error similar to the following:

java.lang.Exception: The request control with Object Identifier (OID) "1.3.6.1.4.1.26027.1.5.4" cannot be used due to insufficient access rights
  at oracle.iam.ldapsync.scheduletasks.user.LDAPUserChangesReconTask.execute(LDAPUserChangesReconTask.java:130)

Note the message "The request control with Object Identifier (OID) "1.3.6.1.4.1.26027.1.5.4" cannot be used due to insufficient access rights"
