Precedence of Load Type Database Versus File and Required Restarts

1. If I am in OAAM Admin and change say, the footer property between both footer and footer2, the change seems to work as long as the "Load Type=Database". However, if I delete the entry and it defaults back to "Load Type=File" (which is expected), but the browser still shows the incorrect footer. It seems that for this change back to the default setting requires a bounce of the oaam_server and oaam_admin. Is this expected behavior? Is the restart necessary? Do both oaam_server and oaam_admin require restarting?
2. Does a property set via OAAM Admin (such that Load Type=Database) always take precedence over a property set in a file? Is there ever any exception to this?
