Connection Requests Wait For A Connection Even Though the Datasource Is Disabled

Symptoms
A multi data source using the failover algorithm is configured. Some connection requests are waiting for a connection to become available because all connections in the first data source are in use. During the waiting time, the RAC node is taken down, and the first data source goes into "suspended" state. A new connection request will failover to the next available data source within the multi data source. But current waiting requests will wait until the Connection Reserve Timeout has expired, even though the first data source is disabled. The following trace can be seen in the thread dump:
