Rich Text Editor - Add Link Functionality Not Working In IE Or Firefox When Creating Announcements (Doc ID 1943455.1)

Symptoms

The Announcements task flow is used in WebCenter Portal.
While creating or editing an announcement,  the link functionality to add URLs is not working in Internet Explorer or Firefox browsers.
The behaviour seen is that a link can be added using the standard Add Link icon , but it is not displayed.
The same functionality is working in Google Chrome.


The issue can also be demonstrated directly using an ADF application.

These are the steps to reproduce the problem, in Announcements or in the direct Rich Text Editor:

Select the 'Add Link' Icon from the toolbar.
In the 'Please specify the URL' box, enter this URL: http://www.oracle.com/.
There are no errors, but the link is not displayed.
