OHS 12c Fails to Start on Windows Server Immediately After Installation - With No Apparent Errors (Doc ID 1943820.1)

Microsoft Windows x64 (64-bit)

After fresh install, when trying to start OHS 12c on a Windows system, it fails with below errors (or lack thereof):

- Checking the ohs_1.log shows no details as it is at 0 Bytes

- No errors are seen in any of the logs.
