Error in FMW Control After SSL/Networking CPU Patch 17337741 - OpticBadConnectException: Too few bytes (1) received from OPMN response (Doc ID 1943873.1)

Symptoms

After applying SSL/Networking CPU <Patch 17337741>, (or it's replacement), both OID and OVD (system components) are shown in "unknown" status in FMW Control.  This has also been seen with Oracle HTTP Server and other FMW products. It can occur on a Web-Tier 11g Release 1 (11.1.1), Identity Management 11g Release 1 (11.1.1), or "Portal Forms, Reports & Discoverer" 11g Release 1 (11.1.1), and Oracle Forms & Reports Release 2 (11.1.2) installations, (where OPMN exists).

The $DOMAIN_HOME/servers/AdminServer/logs/AdminServer-diagnostic.log file shows the following error:
