"WebLogic Plugin Enabled" is Ignored at Cluster Level if it Has Been Previously Set and Unset at the Managed Server Level

Symptoms
"WebLogic Plugin Enabled" has been set at the cluster level only. The plugin variables are not being passed to the Managed Servers in the cluster when they should be. The variables are being passed correctly by mod_wl_ohs or mod_wl plugins but the Managed Server never receives them. If "WebLogic Plugin Enabled" is set at the Managed Server level, it all works correctly. It should not be necessary to set it at the Managed Server level as the Managed Servers should inherit the "WebLogic Plugin Enabled" variables from the cluster.
