The IPM Viewer is not Rendering Protected Areas of a PDF File

Symptoms
When viewing pdf files in the IPM Viewer, protected areas of a pdf are not displaying. Using the native PDF Viewer will display these areas.
Some of the PDFs have formatting that is not readable by IPM, causing some lines of text to be redacted or garbled, which causes users to not be able to do their job.
