Symptoms

Cluster members and partitioned services are observed to be departing and rejoining the cluster very frequently after upgrading to Symantic End Point from 11.0.6100.645 to 12.1.4013.4013.  Environment is stable after reverting the upgrade.  The error stacks report a lack of buffer space from the underlying Windows operating system:
