Exalogic Virtual: vServer Creation Fails with "No server in your account can satistfy request" error even when OVS Compute Nodes have enough CPU, Memory resources (Doc ID 1950708.1)

Symptoms

In Exalogic Virtual releases 2.0.6.x issue of unable to create new vServers from EMOC with "No server in your account can satistfy request" error message is seen.

In the example shown in this Note the vServer creation from EMOC fails with "No server in your account can satistfy request of 2 CPU, 8 GB memory, 5.86 GB storage. (117923)" error message.

In this case the vServer being created was having 2 vCPUs and 8 GB memory. The vServer was being created using vDC Cloud Account which had Quota of 106 vCPUs (100 vCPU's used)and memory quota of 960GB (only 360GB used). So this was not a lack of resources problem.
