Apostrophes in URL Pattern Causing Publishing Errors (Doc ID 1952252.1)

Symptoms

Vanity URLs with apostrophe (') in the URL don't get published. The publish succeeds but the target log contains errors:

[ERROR] [-1-Publishing-ParallelUnpacker] [fatwire.logging.cs.db] SQLException executing query: SELECT * FROM WebReferences WHERE concat(webroot,webreferenceurl) IN ('example/d'example-title')
java.sql.SQLException: Unexpected token in statement [SELECT * FROM WebReferences WHERE concat(webroot,webreferenceurl) IN ('example/d'example]
