In installation documents for OES Server:
The section "Configuring Oracle Entitlements Server in a New WebLogic Domain" contains the following note
You must have a dedicated Oracle WebLogic Server domain for Oracle Entitlements Server. Do not configure any other Oracle Identity and Access Management components in this domain.
In some installations you will see that the OIM domain is extended and APM is added to its Admin server.
