OAM Doesn't Honor A Different ACS URL In A SAML AuthNRequest (Doc ID 1952780.1)

Goal

Currently, we have one partner registered as Service Provider (OAM Is Identity Provider) with ACS URL of:
https://sp.partner.com/sp/consumer_service

SAML-based SSO works fine. However, the service provider has an e-signature use case where they send another SAML AuthNReuqest, with a different ACS URL is in the body of the AuthNRequest:
https://sp.partner.com/saml/single_sign_on/return

OAM rejects the request, saying that it doesn't have that ACS URL registered.

How can we configure OAM to utilize the ACS URL in the AuthNRequest if it is not registered?
