OGG Monitor Agent 12.1.3 Fails To Register With Monitor Server 12.1.3 with OGGMON-20283 error

Goal
Why GoldenGate Monitor Agent 12.1.3 -> ogg_agent.log shows the following errors:

and targets are not getting registered in Oracle Goldengate(OGG) Monitor Server 12.1.3?
Another variation of this error is that the ogg_agent.log show no error. But the monitor.log show a timeout connecting back to the agent:
