Symptoms
After upgrade to 1.6.0_85+, managed server WLS_FORMS is failing with error:
<Server failed. Reason: [Management:141266]Parsing Failure in config.xml: weblogic.management.ManagementRuntimeException: weblogic.application.ModuleException:
Recreating the Managed Server still reproduce the same error.

Upgrading JDK on server to 1.6.0_85+
WLS_FORMS.out shows:
